Do I need a skip permit? Fees, rules and who applies

You need a skip permit only when the skip goes on a road or pavement, and 2026/27 fees include £12.90 for 7 days in Bolton, £42 for 7 days in Birmingham and £260 for 14 days in Redbridge (council fee lists, checked October 2026). The permit comes from the highway authority, and in most areas only the skip company can apply.

When do you need a skip permit?

A skip on a road or pavement needs permission from the highway authority under section 139 of the Highways Act 1980. A skip on your own drive or other private land needs no permit.

The highway authority is the county council in two-tier areas, and the unitary, metropolitan or London borough council elsewhere. In Northern Ireland, consent comes from the Department for Infrastructure's Roads offices.

Some streets are off limits. The City of London does not allow skips to stand on the public highway, and Camden does not allow skips on the pavement. Ask the skip firm whether your street has restrictions before you book.

Who applies for a skip permit?

The skip company applies in most of the UK. In our check of all 208 highway authorities (October 2026), 73 accept applications only from a registered or approved skip company and 77 more take them only from the skip company. Only 18 let the person hiring the skip apply, and the rest did not say.

Birmingham, for example, requires skip operators to register with the council and says members of the public cannot apply. Barking and Dagenham charges skip companies £390.29 a year to register. Tower Hamlets, Westminster and Haringey are among the councils that let a householder or builder apply.

A council registered skip company list is a useful check on a firm: if the council will not issue permits to it, it cannot legally put a skip on the road there.

How much does a skip permit cost?

Rent-a-skip found skip permit fees of £12.50 to £260 across 176 councils in June 2026, with a median of £64 and a London average of £101. Our own check confirmed a fee for 123 councils, with a median of £62 (our calculation; the periods covered differ between councils).

Examples from councils' 2026/27 fee lists: Bolton £12.90 for 7 days (registered companies, non traffic-sensitive streets), Kirklees £32 for up to 14 days, Birmingham £42 for 7 days, Edinburgh £42 for 7 days, Kent £45 for 7 days, Brighton and Hove £48.40 for 7 days, Glasgow £55 for the first week and £36.75 for each further week outside the city centre, Camden £71.50 for two weeks, Newham £77 for 7 days, Westminster £91 for a month and Redbridge £260 for 14 days including a £125 inspection fee.

Rent-a-skip recorded Northern Ireland as free, and we found no fee on the Department for Infrastructure's consent form. Our skip permits page at /skip-permits/ lists the fee, period and who applies for every council.

How long does a skip permit last?

Most permits last 7 or 14 days. Of the 124 councils where we confirmed the details, 43 issue permits for 7 days, 38 for 14 days, 21 for 28 days and 12 for a month or 30 days.

A skip hire usually runs 7 to 14 days, so a 7 day permit can expire before the hire ends. Birmingham's permit lasts a maximum of 7 days, after which a new permit is needed at £42 a week, and Kent charges £45 for each further 7 days with 3 days' notice. Redbridge charges £161 to extend for 14 days.

Ask the skip firm who pays if the permit needs extending, and agree the end date before the skip arrives.

What lights and markings does a skip on the road need?

Section 139 of the Highways Act 1980 makes the skip owner responsible for three things: the skip must be properly lit during the hours of darkness, clearly marked with the owner's name and telephone number or address, and removed as soon as practicable after it is filled.

The Builders' Skips (Markings) Regulations 1984 require two marking plates of red fluorescent and yellow reflective material on each end of the skip, with the upper edge no more than 1.5 metres from the ground.

Councils add their own conditions. Bolton requires lamps at night and three cones, and Barking and Dagenham does not allow skips within 18.3m of junctions, bus stops, crossings or school entrances.

What happens if a skip has no permit?

Placing a skip on the highway without permission, or failing to light and mark it, is an offence by the skip owner, with a fine of up to level 3 on the standard scale (Highways Act 1980 s.139).

Councils also charge for unpermitted skips. Barnet charges £488.12 for an unlicensed skip, Kent charges a £120 inspection fee plus the £45 permit fee, Birmingham charges £238 a week for a retrospective permit, and Newham can issue a £150 fixed penalty or prosecute (2026/27 fee lists).

Those charges go to the skip owner, but some firms pass them on. Ask for the permit details before the skip is placed.

Do I need a permit for a skip on my drive?

No. A skip on your own drive or other private land needs no permit. A permit is only needed when the skip stands on a road or pavement.

Can I apply for a skip permit myself?

In most areas, no. In our October 2026 check, 150 of 208 highway authorities take applications only from the skip company, and 73 of those only from a registered or approved skip company. Councils such as Tower Hamlets, Westminster and Haringey let a householder apply.

How long does it take to get a skip permit?

It varies by council. Camden asks for at least 5 working days, Birmingham at least 5 days and Westminster 10 working days for a skip in a parking bay, while Bolton aims to process applications within one working day. Book the skip early if it must go on the road.

Do I need a permit for a skip bag or wait and load?

A skip bag on your own land needs no permit. For wait and load, firms disagree: rent-a-skip says nothing stays on the road, while Mick George says a permit is still needed on public land. Ask the firm and, if unsure, the council's highways team.

Is a skip permit needed in Northern Ireland?

Consent from the Department for Infrastructure's Roads offices is needed for a skip on a road in the positions set by the regulations. Rent-a-skip recorded no fee in Northern Ireland, and we found none on the consent form.
